The Airport Minority Advisory Council (AMAC) seeks to advance opportunities for minorities and women in the aviation and aerospace industries. Assessing Performance, Capabilities, and Support for Traffic Management Systems

The next generation of traffic management systems (TMSs) and their operations centers (TMCs) offer agencies the potential to improve safety and mobility. To effectively manage and operate a TMS, it is essential for an agency to have information on the capabilities and performance of its TMSs, as well as an understanding of their own internal capacity to manage and support these systems. This information is also essential to communicating the TMSs value to stakeholders, as well as for planning, programming, and allocating the necessary funding and resources to pursue improvements or to plan and prepare for the next-generation of an agency’s system. 

The workshop will leverage the collective insights and experience of attendees to identify and explore the successful practices, available resources, and issues agencies should consider, with respect to: 

  • Assess the performance of TMSs
  • Assess the capabilities of TMSs
  • Assess the capacity and resources available to support TMSs

The Safe System (SS) approach is critical for saving lives. This workshop will explore SS using real-world applications and breakout discussions to define SS for all users, discuss barriers (e.g., data, measures, equity, funding, and legal implications) and opportunities for SS coordination (e.g., the Highway Safety Manual, AASHTO’s Green Book) and implementation, share lessons learned, and identify research needs. The workshop builds on a series that has engaged 500-plus agency leaders, practitioners, and academics and aligns with Committee Strategic Plans.

Express Lane Sentiment: Are Express Lanes Meeting the Public’s Expectations?

Priced Express Lanes (ELs) offer travelers an option: remain in the toll-free, but often congested, general purpose lanes (GPLs) or choose to pay for a generally faster, more reliable trip in the ELs. Despite providing travelers with a new choice and being operational in nearly 50 U.S. urban corridors, new lanes often face substantial political and public opposition. To overcome this opposition, project champions often point to the benefits of operational ELs but if the promised benefits of ELs are beyond what the lanes have delivered, significant backlash could be expected. This research explores whether ELs are meeting travelers’ expectations and, if not, in what aspects have they come up short. The study focuses on four diverse regions with multiple ELs: Dallas, Los Angeles, Miami, and Washington, DC. For each, we surveyed the driving public for their opinions, interviewed the owner/operators, and examined available operational performance data. We found that public opinion was generally positive, with few differences between projects, and that 76% wanted more ELs in their area. Operators agreed the lanes were performing well, although each acknowledged unique challenges and that meeting traveler expectations was an ongoing effort. Finally, we found that performance metrics, when available, were inconsistent between projects. We conclude by recommending that ELs adopt easily understood performance measures for ELs. Widespread adoption would allow the agencies to inform the public of the EL benefits and for transportation engineers and planners to more easily identify any underperforming ELs.

Defining how leading-edge organizations are incorporating equity and sustainability into key elements of their asset management program including: establishing strategic program goals, performing risk-based analysis, promoting an integrated approach to project prioritization, and enabling performance management systems to drive outcomes.  Agencies are aligning their asset management programs to drive a more balanced set of public outcomes and benefits and are evolving from a historic focus on worst-first and state of good repair to deliver infrastructure investments through a TBL perspective.

Historically Speaking: Engagement and Communications in the Context of Cultural and Historic Resources

Projects involving impacts to historic resources require extensive public engagement and communications as part of the Section 106 consultation process. A dialogue is needed to learn about which places, properties, or landscapes are important to a community and why. This interactive workshop will walk through the process of engaging the public on projects with archaeological, historic, or cultural impacts. Participants will work through multiple scenarios to evaluate various techniques.
