Activities on Thomas Ranch include annexations, Comprehensive Plan Amendments, rezonings, development plan approvals, infrastructure design and permitting, stormwater master planning, utility master planning, and the development of the West Villages Improvement District, a special purpose local government set up through the Florida Legislature to fund public infrastructure improvements.
