The Hillsborough Street improvements project transforms this urban thoroughfare from a congested four-lane street to a safer two-lane avenue, creating a more pedestrian-friendly environment, enhancing motorist safety, and supporting revitalization efforts. The improvements include two modern roundabouts and an extended Pullen Road. The roundabout at Hillsborough Street and Pullen Road is the first two-lane roundabout in Raleigh and the second in North Carolina. Kimley-Horn provided traffic engineering; historic resources; preliminary plans; utility coordination and design; hydraulic design; geotechnical investigation; signal design, traffic control, pavement marking, and signing plans; streetscape plans; cost estimates; and a comprehensive public involvement program.
