Airport Improvement Highlights Kimley-Horn Aviation Projects at San Antonio and Norfolk Airports

Airport Improvement, a magazine featuring compelling case studies and practical insights for aviation professionals, featured two Kimley-Horn aviation projects in their July/August issue. Our work on the San Antonio International Airport (SAT) Ground Loading Facility and the Norfolk International Airport (ORF) Federal Inspections Facility is helping two airports in very different locations expand capacity, improve the passenger experience, and keep daily operations moving.

Supporting Airport Growth Through a Massive Design-Build Project

To keep the accelerated design moving forward and support the airport’s long-term growth goals, Kimley-Horn was part of the SAT Ground Loading Facility design-build team led by Hensel Phelps Construction Co. and Page. For approximately 22 acres of site improvements, our team provided professional engineering services to advance a multi-package redevelopment effort that included the following:

Overall, our team coordinated with airport stakeholders, the broader design team, and government entities, from the Federal Aviation Administration to the Texas Department of Transportation and the San Antonio Water System, on the anticipated Ground Loading Facility.

Welcoming Travelers Through Enhanced Airport Design

To create a dedicated arrival space for international travelers, Kimley-Horn provided civil design for the Federal Inspections Facility project at ORF. Our efforts included drainage and utility reconfiguration, concrete pavement design, Air Operations Area fenceline reconfiguration, and airside site planning for airline tug maneuvers.

In collaboration with project partners, we completed strategic construction phasing to maintain uninterrupted airport operations, including keeping all airline gates open throughout the work and supporting the airport’s ability to welcome international passengers in a more efficient, purpose-built facility.
