Throughout the greater Sacramento area, the Capital Area Regional Tolling Authority (CARTA) is leading the charge on a transformative mobility investment. For the Yolo 80 Managed Lanes corridor, CARTA, Caltrans, and the Yolo Transportation District are advancing new High Occupancy Toll (HOT) 3+ lanes—where vehicles with three or more passengers ride for free—in each direction along I-80 and US Route 50, giving drivers a reliable, congestion-reducing, first-of-its-kind travel choice.
Toll System Integration and Technical Delivery
Bringing a new tolling system online requires orchestrating many moving parts. CARTA is leading the charge: negotiating agreements with partner agencies, collaborating with Caltrans District 3, and working alongside the roadway contractor to deliver infrastructure that meets the region’s long-term mobility needs. Kimley-Horn is supporting CARTA along the way, providing toll system integrator oversight and managing the technical integration of back-office systems with the Traffic Management Center and Transportation Operations Center to ensure alignment on project goals and timelines.
Building Community Trust from Day One
CARTA understands that new tolling projects succeed only when communities understand them; therefore, they made outreach a priority. From branding campaigns and community surveys to targeted education initiatives, CARTA and Kimley-Horn are working together to ensure Sacramento-area residents feel informed, heard, and ready for what’s ahead on I-80 and the two future corridors to come on I-5 and State Route 65. Additionally, Caltrans and YoloTD are implementing a series of investments in community projects that support multimodal travel, creating a ripple effect of travel benefits and local investment that will continue paying dividends for years to come.
