Owned and operated by Miami-Dade County, PortMiami is a vital transportation hub for cargo and passengers that relies on strategic infrastructure to meet its significant traffic needs. As part of our existing on-call contract with the port, Kimley-Horn developed a Transportation Master Plan that outlines both short- and long-term transportation network strategies for projected cruise and cargo activity.

Crafting a Transportation and Roadway Master Plan

Kimley-Horn partnered with PortMiami to develop this first-of-its-kind Transportation Master Plan aimed at improving cruise and cargo operations. Our team crafted this vision based on our extensive data collection to understand peak roadway and parking congestion based on terminal and cargo growth. We then developed short-term and long-term recommendations in partnership with multiple key stakeholders, including:

  • PortMiami
  • Cargo terminal operators
  • Cruise line operators
  • Tunnel operations staff
  • Florida Department of Transportation
  • Greater Miami Expressway Authority
  • Miami-Dade County Department of Transportation and Public Works

The short-term recommendations, which are scheduled to be implemented by 2028, focus on lower impact improvements, including tunnel feeder segments modifications, widening the tunnel exit roadway, improving pedestrian facilities, creating dynamic roadside entry wayfinding, and reconfiguring a portion of South Cruise Boulevard. The long-term alternatives involve more holistic plans—such as rerouting traffic patterns and consolidating traffic flows—and are targeted for implementation around 2050.

With ongoing growth and plans for new cruise terminals, the Transportation Master Plan is vital to improve the flow of passengers and cargo within PortMiami by optimizing transportation systems and reducing congestion. Our team developed implementation packages for both short-term and long-term improvements to address the enhanced infrastructure needs, which will accommodate the growth in cruise terminal and cargo demands. By implementing new technologies to improve operations, sustainability, and safety, PortMiami is set to become a seamless intermodal network that serves the Miami-Dade regional transportation system.
