David Taxman, PE

David Taxman, PE, is a parking consultant with 15 years of parking planning and design experience. He has worked on parking garage design projects across the country for a wide variety of clients, including private sector, healthcare, universities, and ports. David was among the first professionals in the industry to attain Parksmart Advisor certification and has since led trainings to certify others. He has been published in trade magazines on topics such as parking issues, transportation demand management (TDM), and privatization. In addition, David has spoken at a number of events hosted by organizations such as the International Parking and Mobility Institute (IPMI), the National Parking Association (NPA), the Big Ten Parking Conference, the Parking Association of Virginias (PAV), the Florida Parking and Transportation Association (FPTA), and the Urban Land Institute (ULI).

Noel Ramirez, PE

Noel Ramirez, PE, is a structural engineer with eight years of experience in innovative building design and restoration techniques for parking garages and other structures of various construction types. His intense dedication and knack for detail have proven to be valuable assets in exceeding client expectations. Noel’s project experience includes the Blue Line Extension in Minneapolis, MN; design and construction of the St. Armands Circle Parking Garage in Sarasota, FL; design of a new multi-level parking garage for the Cyril E. King Airport Terminal on St. Thomas; design of the Bowery Bayside Parking Garage in Tampa, FL; design of the Plantation Pointe Garage in Plantation, FL; the Miami Dade College InterAmerican Campus Plaza Garage Evaluation; Miami Dade College Wolfson Campus Garage Restoration; Galleria Mall Garages Restoration; and the University of Central Florida (UCF) Garages B & D Condition Assessment and Restoration. Noel is an active board member of the Florida Structural Engineers Association (FSEA), where he serves as past president for the South Florida Chapter. He is also a member of the International Concrete Repair Institute (ICRI).

Adrian Dabkowski, PE, PTOE, has 17 years of traffic/transportation engineering experience. Adrian has served as a traffic engineer on a number of projects that have transformed South Florida’s skyline, including Brickell CityCentre, Miami Worldcenter, River Landing Special Area Plan (SAP), Mana Wynwood Special SAP, Brightline Miami Grand Central Station, Brightline Fort Lauderdale Station, Broward County Convention Center and Hotel, Faena District Miami Beach, Edition Hotel Miami Beach, 1 Hotel Miami Beach, Collins Park Garage, and the Inter Miami CF Lockhart Stadium. All of these projects had specific parking challenges and parking paradigm shifts that we helped address to create unforgettable experiences and improve the South Florida lifestyle.
