The City of Saginaw, Texas developed in a manner to allow large residential communities to not install storm drainage systems and allow the drainage to be conveyed overland through the street network. The downstream end of the drainage system is Business 287, where several businesses are located and often flood during heavy storm events.

Kimley-Horn performed a hydrologic and hydraulic assessment of the neighborhood and designed a storm drainage system consisting of 10-foot by 6-foot RCBs to be installed along Business 287. Extensive coordination occurred with business owners and TxDOT. Kimley-Horn prepared grading, paving, traffic control, and utility plans for the project.
