A hub for news, networking, events, and industry development within the surf-anchored real estate space, Surf Park Central interviewed David Dallman, PE, and Chris Falce, PE, LEED AP, about Kimley-Horn’s work on Atlantic Park. Our team performed comprehensive site design for the expansive mixed-use development in Virginia Beach, which features a state-of-the-art surf park at its center and is located just a short distance from the Atlantic Ocean.

David and Chris walked Surf Park Central through our multidisciplinary solutions for the project—from helping reshape regulations and permitting to considering traffic congestion, stormwater management, and ocean proximity in the design. The two engineering leaders also discussed how both surf parks and other aquatics ventures have launched new teams within Kimley-Horn that are dedicated to serving clients as they navigate these complex, integrated projects.

David Dallman, PE

David Dallman, PE

With more than 15 years of experience across a broad scope of multidisciplinary projects, David has held both civil engineering and marketing leadership roles at Kimley-Horn. His site civil design experience includes public facilities, utility infrastructure, industrial and commercial retail, and highways. David has experience taking projects through the entire design process, from preliminary engineering studies and costing exercises to design development, site permitting, and construction.

Chris Falce, PE, LEED AP

Chris Falce, PE, LEED AP

Chris has more than 18 years of experience in aquatics and civil engineering for private residential and commercial land development projects. His areas of expertise include stormwater management, water and sewer systems, urban planning, permit expediting, utility system design, and profiling. He is also experienced with LEED projects and the implementation of sustainable design elements.
