The Metrorail Silver Line Extension (Phase 2 to Dulles Airport and Loudoun County, Virginia) officially opened in November 2022, providing airport employees and riders throughout Washington, D.C., and surrounding areas increased access to an expansive transportation network. After years of serving in key leadership roles for the Silver Line Extension, transit expert Paul Elman discussed Kimley-Horn’s program management services for this project with Airport Improvement and how we navigated funding challenges, stakeholder negotiations, and design adaptations for both phases of this $6B program.

With more than 35 years of experience in transportation program management, Paul serves as Senior Vice President at Kimley-Horn and provides transit planning, design and program management services to a wide variety of transit and mobility clients and agencies in the region and across the county. Paul has particular expertise in alternatives analyses, environmental clearance, federal grant programs, rail and transit alignments, bus rapid transit (BRT), public facilitation, agency coordination, intergovernmental agreements, and approval process and permit management at the federal, state, and local levels. With proven skills in stakeholder coordination and negotiation, Paul specifically has experience planning, designing, constructing and managing revenue operations for transportation facilities in the broader Washington, D.C. region while navigating the nuances and complexities of this area’s transportation systems.
