Indianapolis International Airport Runway Reconstruction Project Earns ACPA Awards

As part of their 2025 Excellence in Concrete Pavement Awards series, the American Concrete Pavement Association (ACPA) highlighted the Indianapolis International Airport’s Runway 5R-23L and Taxiway D Strengthening and Capacity Enhancement project. Winning a Gold Award in the Commercial Service category, Best in Show for Sustainability, and the Resilient/Sustainable Practices Recognition Award, this project was a $250+ million redesign of the airport’s 10,000-foot-long southern primary runway and parallel taxiway system that set a precedent for airfield transformations.

About the Indianapolis Airport’s Award-Winning Aviation Feat

The runway reconstruction was led by Circle City Aviation Partners—a joint venture between Kimley-Horn and Woolpert, Inc.—who served as the project’s prime consultant. As part of this collaborative team, we helped lead the massive airfield reconstruction and design a new water line and navigational aids.

After diverting more than 690,000 tons of material from landfills, recycling 10 million gallons of non-potable water, leveraging in-situ carbon dioxide mineralization in the concrete, and installing energy-saving lighting, this project became the first United States airfield to receive Platinum designation from the Institute for Sustainable Infrastructure. Overall, this project featured unique sustainable engineering and design solutions, more than earning a place in ACPA’s hall of fame.
