Phase I

The team will structure Phase I of the ITRP plan to address the objectives identified in the scope of work, as follows:

• Identify key stakeholders that currently, or in the future, will participate in congestion mitigation processes and gain consensus on geographic and transportation network focus areas for project

• Work with stakeholders to establish goals for the Integrated Transportation Reliability Program at a statewide level, as well as identify how these statewide goals align with local plans and processes

• Research current congestion management processes, policies, and interactions occurring in Nevada on the local, regional, and state level, as well as how congestion management is addressed within current planning processes in the state

• Research best practices from states similar in size and metropolitan area makeup, as well as national trends/guidance, to evaluate opportunities for NDOT to implement congestion management applications

• Assess gaps in current Nevada agency plans or policies that could pose a barrier to integrating various projects, programs or plans to further the congestion management goals

• Provide a basis for ITRP Phase II, which will develop more comprehensive implementation and integration strategies.
