The City of Havelock, its citizens, business owners, and the Marine Corps Air Station Cherry Point have developed a plan that formally recognizes the inherent relationships between land use and transportation, as well as between state and local governments. Together, they have directed the formation of a comprehensive plan that will guide long-term investment and decision-making within the community. This document represents the next generation of the collaborative planning process in North Carolina — a combined transportation and land use plan. The recommended plans, programs, and policies here were identified within a vision that celebrates the uniqueness of Havelock. Ultimately, the success of this planning process will be measured by implementation. State and local decision-makers will be responsible for making this document’s vision a reality.

To guide Havelock’s future growth and development, the long-term planning horizon for this Comprehensive Transportation/Land Use Plan is 2030. This plan will be used to cultivate Havelock’s goals and objectives, and to develop specific proposed projects that have community support. This effort to accomplish sound planning will prove vital to the successful funding of these projects. State and federal funding agencies tend to support those projects that demonstrate careful planning and are consistent with the community vision.
