Conceptual Alternatives Analysis of CSAH 96/I-35W Interchange and County Road H/I-35W Interchanges

Project Description

Ramsey County in cooperation with the cities of Shoreview, Mounds View, New Brighton, and Arden Hills, along with Metropolitan Transit, the Minnesota Department of Transportation (MnDOT), the Federal Highway Administration (FHWA), and the Rice Creek Watershed District are reviewing preliminary design alternatives for the reconstruction of the County Highway 96 and County Road H interchanges with I-35W. Improvements are being considered at these interchanges to address operational, safety, and bridge condition deficiencies as well as to provide for the future redevelopment of the Twin Cities Army Ammunition Plant (TCAAP) site.

The TCAAP redevelopment is proposed to include a mix of residential, commercial, light industrial, and other uses within a 427 acre parcel situated north of County Highway 96 and east of Highway 10 in the City of Arden Hills. Project Goals

The primary goal of this study is to complete “concept level” planning for the County Highway 96 and County Road H interchanges with I-35W. Alternative concepts are being developed and evaluated to determine a preferred design for both interchanges. The objectives for the interchange improvements are to correct current capacity and operational inefficiencies, accommodate future traffic growth, meet current MnDOT and FHWA standards, and integrate stakeholder input.

Various challenges and issues must be addressed as a part of the development and evaluation of the interchange alternatives. Maps are provided above detailing some of the challenges and issues that are being considered as a part of the study.

Project Schedule

A proposed schedule for the evaluation of alternative interchange design concepts and ultimately the final design and construction of the interchange improvements is detailed below.

Issues map

Construction of the interchange improvements is dependent upon the availability of funding. Neither the County Highway 96 or County Road H interchange improvements are fully funded at this time. Ramsey County is currently working to develop estimated costs and a proposed financing plan for the improvements.

Public Open House

In November, Ramsey County will host an Open House to share the issues and needs, the evaluation criteria matrix, the conceptual design alternatives, and to seek input from the public regarding the conceptual design alternatives for the two interchanges.
