Demonstration Projects for the California Statewide ITS Architecture

A list of interregional or statewide ITS projects that are being planned or programmed will be evaluated and prioritized so that selected projects will be carried through the planning process. The project planning will be based on the System Engineering process required by the Federal Rule for ITS Architecture conformity and will use and build upon corresponding components of the Statewide ITS Architecture, thereby demonstrating the application of the Statewide Architecture for project development.

Governor Schwarzenegger has proposed a comprehensive Strategic Growth Plan in January 2006 to ensure California's quality of life and foster continued economic growth. Part of the Strategic Growth Plan is a comprehensive transportation investment package that incorporates GoCalifornia, a mobility action plan designed to decrease congestion, improve travel times, increase safety, and accommodate future transportation needs from growth in the population and the economy. This effort will require innovation in transportation planning, construction and management, sustained coordination among regional transportation agencies and the state, and dedicated funding.

The key premise of the Governor’s Strategic Growth Plan and GoCalifornia is that investments in mobility throughout the system yield significant improvements in congestion relief. The initiative is performance-driven and focused on outcomes, requiring reforms in how capital projects are funded and constructed. The results will be significant reduction in congestion, improved quality of life for Californians, and a transportation system that supports a globally competitive economy and promotes prosperity. The project selection procedure has been designed to comply with this initiative.

The project selection criteria used to rank projects can be divided into the following five categories:

  • Available Funding

  • Short-term Implementation Potential

  • State-level or Interregional Project

  • Degree of Institutional Support

  • Project Performance

The projects used in this evaluation have been compiled from regional architectures, Caltrans districts, and MPOs. The projects selected and the results of the evaluation will be posted as soon as they are available.
